in the 1980s, several turning points led to the construction of the International Space Station. Europe, Canada, and Japan expanded their space programs and sought participation in large-scale International projects. (“ESA- ESA to establish presence in Tokyo to strengthen strategic partnership with Japan.”). 


Aerospace Scientists supported collaborative space research because missions required years of work, extensive funding, and a workforce beyond what NASA nor the Soviet Union could provide. (“Improving the effectiveness of international collaboration in space science”).SIMULTANEOUSLY, Cold War tensions were easing, making cooperation more possible.

Critiques of the program

By the 1990s,in reaction to rising costs and logistical difficulties, President Bill Clinton called for a redesign. Meanwhile, growing political and media pressure brought the possibility of the ISS program's cancellation.(“SPACE STATION REDESIGN DECISION REDUCES COSTS, PRESERVES RESEARCH, ENSURES INT'L COOPERATION’")

In 1984, President Ronald Reagan announced the space station freedom program and invited international partners to join as budgetary and technical demands increased (“40 Years Ago: President Ronald Reagan Directs NASA to build a space station”).in 1985, Nasa, headquartered in Houston,and international teams of engineers and scientists designed a permanently habitable space laboratory while working within strict budget limits marking the start of one of the greatest reforms in history.In 1986, the Soviets (USSR) constructioned their own space laboratory(“35 Years Ago: Launch of Mir Space Station’s First Module.”)
